TITLE I
Title I provides federal funding to support schools in improving academic achievement in math and reading, particularly for students from low-income families. Districts should consider how they are spending their Title I dollars to help transform student achievement outcomes. Redirecting staff positions toward intervention or using funds to invest in proven tutoring programs such as OpenLiteracy tutoring is an effective way to ensure funds are directly supporting student learning gains.
MTSS FUNDS
Elementary schools across the country spend, on average, $275,000 or more annually in MTSS interventions, systems designed to provide interventions for students with a need for additional support in learning, social, emotional, or behavioral difficulties. IDEA
Generally, districts may spend IDEA, Part B funds on any reasonable cost to provide a free, appropriate public education to students with disabilities. This can include providing the services called for in student IEPs as well as more systemic activities to meet the needs of students with disabilities like providing 1:1 tutoring to support students in meeting their IEP goals. Additionally, schools may allocate up to 15% of IDEA funds for tutoring students who need extra support but aren’t yet identified as having disabilities. This option, known as Voluntary Coordinated Early Intervening Services (CEIS), helps prevent learning gaps from widening while addressing classroom challenges early.
FEDERAL WORK-STUDY
Federal Work-Study (FWS) provides a cost-effective way to enhance school tutoring program by partnering with local colleges and universities. FWS subsidizes 50-75% of student wages, allowing schools or nonprofits to employ college students as tutors at a fraction of the cost. Creating community-focused tutoring positions attracts talented college students, particularly those studying education or related fields, while also supporting their financial needs. Partner with local institutions, advertise roles through their job boards, and provide training to ensure effective tutoring. This affordable, scalable solution strengthens student outcomes and builds valuable community connections.
AMERICORPS
AmeriCorps has supported high-need students for over 30 years, focusing on expanding access to high-quality tutoring. Each year, AmeriCorps invests tens of millions of dollars in grant funding to strengthen tutoring and mentorship programs in early learning and K-12 schools. School districts can apply directly for federal funding through their state AmeriCorps commissions, securing three-year grants that significantly offset the cost of tutors and program oversight.
